Some Background

In 1985, 66 poor rural Kentucky school districts sued state government over the continued underfunding of rural Kentucky schools.

They won! The 1989 case Rose v. CBE declared Kentucky’s system of school funding unconstitutional, resulting in the KERA Act of 1990. 

KERA was supposed to fix the education funding problems facing poor rural school districts. But it didn’t fully work.

Today, school districts with low property values (including Barbourville Independent) continue to be unfairly treated by a funding system that forces them to raise property taxes to unsustainable rates. Richer districts meanwhile are able to fully fund their schools with lower tax rates. If elected to the Barbourville School Board, I will fight to correct this historic injustice.
